摘要
基于对上海市防汛信息化的发展历程回顾,系统总结了30多年来上海市防汛信息化在数据采集、信息汇聚、业务流转、决策指挥等方面取得的主要成果。结合新时代数字赋能防汛工作要求,认为当前上海市防汛信息化仍存在“防汛风险防控感知不足、业务线上线下融合不深、决策指挥智能程度不高”等问题,提出进一步利用各类资源优化防汛风险防控数据感知网、依托“一网统管”加强防汛工作的跨部门联勤联动、应用大数据技术提升防汛调度科学智能程度等发展方向。
Based on a retrospective analysis of the development of flood prevention informatization in Shanghai,this paper comprehensively summarizes major achievements of flood prevention informatization in Shanghai in terms of data collection,information aggregation,business flow,and decision-making and command over the past 30 years.Based on the requirements of digital empowerment for flood prevention work in the new era,it is believed that there are still problems with Shanghai's flood prevention informatization,such as "insufficient perception of flood risk,shallow integration of online and offline business lines,and low intelligence level of decision-making and command." It is proposed to further improve the flood risk perception network using various resources,strengthen collaboration between different departments relying on One-network Integrated Management Solution,and enhance the intelligent level of flood dispatching through the application of big data technology.
