摘要
较之我国教育体制的发展,我国学位论文资源的利用始终存在较大争议。究其原因,学位论文的版权权属问题涉及学位申请人、学位授予单位及指导教师等多方利益,而我国现有的学位论文授权机制模糊不清,学位论文呈缴制度亦含混不明,导致学位论文的利用效率低下。借鉴域外高校的学位论文管理经验,施行以双线标准为基础的学位论文分级许可机制,完善学位论文呈缴制度,进一步平衡学位论文的公益性与私益性,或可提升学位论文资源的利用效率,确保我国学位论文资源的有效保存和合理利用。
Compared to the development of China’s educational system,the utilization of academic dissertation resources in China has always been a subject of considerable controversy.The root cause lies in the complex copyright ownership of academic dissertations,which involves multiple stakeholders such as the degree applicant,the degree-conferring institution,and the academic advisor.The current authorization mechanism for academic dissertations in China is ambiguous,and the submission system is also unclear,resulting in low efficiency in the use of dissertation resources.Drawing on the management experiences of universities abroad,implementing a tiered licensing mechanism for academic dissertations based on a dual-standard model,and improving the dissertation submission system may help better balance public and private interests.This could ultimately enhance the efficiency of dissertation utilization and ensure their effective preservation and rational use in China.
