摘要
民族地区特殊的地理位置、多元的民族构成和复杂的历史文化,致使区域内易地搬迁后续治理兼具移民脱贫致富、民族团结进步的双重属性。作为国家既定规划范畴内的社区空间和居住格局安排,安置移民本身的主体能动性并非指复原过去的生产方式与社会结构,而是在社区中重建共同体生活场域。立足于社会心理服务的柔性人文策略,以及易地搬迁社区面临的一系列治理困境,社会心理服务促进易地搬迁社区适应性发展的作用机制在于破除贫困观念桎梏、克服“消极心态”存续以及化解“客人意识”阻碍的心理困境。并借此突破口,完善易地搬迁社区治理的柔性人文导向、构建易地搬迁社区互嵌互融的心理环境和激发安置移民迈向脱贫振兴内生动力的实践路径,以期为民族地区易地搬迁社区探索可推广的治理路径。
Due to its special geographical location,diverse ethnic composition and complex historical culture,the follow-up support for relocation in ethnic areas has the triple attributes of poverty alleviation,national unity and progress,and grassroots governance innovation.As a community space and living pattern arrangement within the established planning scope of the country,the main initiative of resettlement itself is not to restore the past mode of production and social structure,but to rebuild the community life field in the community.From the perspective of public psychological service,this paper holds that the mechanism of public psychological service in promoting adaptive construction of relocated communities is to break the“shackles of poverty concept”of immigrants,overcome the“survival of negative mentality”and resolve the psychological dilemma of“vip consciousness obstruction”.Based on this breakthrough,this paper puts forward the flexible humanistic strategy of improving the relocation community,constructs the psychological environment of mutual integration and stimulates the public psychological service practice path of the endogenous motivation of immigrants,in order to explore the governance path that can be promoted for the relocated community in ethnic areas.
