摘要
推进兰西城市群一体化发展有利于在西北打造国家级枢纽节点,落实国家生态安全战略,促进区域协调发展与共建“一带一路”衔接融合,推动实现中华民族伟大复兴。立足国家对兰西城市群的发展定位及其发展实际,从经济发展、生态环境、基础设施、对外开放、公共服务、城镇空间和生产要素七个维度构建兰西城市群一体化评价指标体系,结果显示虽然兰西城市群一体化发展水平持续提升,但不同维度一体化水平存在明显的分异。当前,兰西城市群存在宽领域深层次的多元协同发展体制机制不完善、优势互补互利共赢发展的体制机制尚不成熟、整合优势合力开放发展的体制机制不健全等问题,对此应发挥各自特色优势、优化整合资源配置、促进产业分工协作等,构建优势互补、互利共赢、协同发展的体制机制。
Promoting the integrated development of the Lanzhou-Xining Urban Agglomeration is crucial for establishing a national hub node in Northwest China,implementing the national ecological security strategy,facilitating regional coordinated development,aligning with the"Belt and Road"initiative,and advancing the great rejuvenation of China.Based on the national development positioning of the Lanzhou-Xining urban agglomeration and its actual development conditions,this study constructs an in-tegrated evaluation indicator system across seven dimensions:economic development,ecological envi-ronment,infrastructure,external openness,public services,urban spatial structure,and production factors.The results indicate that although the level of integrated development in the Lanzhou-Xining ur-ban agglomeration has steadily improved,significant disparities remain across dimensions.Currently,the Lanzhou-Xining urban agglomeration faces challenges such as an imperfect system and mechanism for broad and profound multi-dimensional coordinated development,immature institutional frameworks for complementary advantages and mutually beneficial growth,and an underdeveloped system for inte-grating strengths to promote open and synergistic development.To address these issues,it is necessary to leverage unique regional strengths,optimize and integrate resource allocation,and promote industrial division of labor and cooperation,thereby establishing institutional mechanisms characterized by complementary advantages,mutual benefits,and coordinated development.
