摘要
厘清我国竞技体育与群众体育协同发展的历史逻辑,探究二者协同共生的理论逻辑和现实逻辑,对二者均衡协调发展有着重要意义。综合运用历史文本梳理、逻辑演绎等方法对不同历史阶段两大领域共生环境及关系进行了分析。演化历程:无关共生的分立摸索前行阶段、偏害共生的优先发展竞体阶段、偏利共生的竞体引领群体阶段、互利共生的资源要素共享阶段。共生模型:为体育强国建设奠基、为健康中国助力、为民族复兴聚力的共生价值目标;经济投入待改善、政策保障待优化、人口调节待提升、科技应用待强化的共生外部环境;人才资源、场地资源、组织资源和文化资源不通畅的协同共生单元;共生外部环境与共生内部单元协调度待提升的互利共生模式。实现路径:打造政策引领全局的保障机制,改善环境促进力;打造共生要素协同的开发机制,提升系统内驱力;打造多元主体联动的治理机制,强化内外协同力。
Clarifying the historical logic of the coordinated development of competitive sports and mass sports in China,and exploring the theoretical and practical logic their synergistic coexistence are of great significance for their balanced and coordinated development.Evolutionary Process:from the stage of independent exploration and development without symbiotic relationship,to the stage of prioritizing the development of competitive sports with a parasitic symbiotic relationship,then to the stage of competitive sports leading mass sports with a commensalistic symbiotic relationship,and finally to the stage of resource and element sharing with a mutualistic symbiotic relationship.Symbiotic Model:the symbiotic value goals of laying the foundation for building a leading sports powerhouse,assisting in a Healthy China,and gathering strength for national rejuvenation;a symbiotic external environment with improvement in economic investment,optimization of policy guarantees,enhancement of population regulation,and strengthening of technological applications;collaborative and symbiotic units with limited access to talent resources,venue resources,organizational resources,and cultural resources;a mutually beneficial symbiotic model where the coordination between the symbiotic external environment and the symbiotic internal units needs to be improved.Implementation Path:establishing a policy-led guarantee mechanism for the overall situation and improve environmental promotion capabilities;establishing a collaborative development mechanism for symbiotic elements and enhance the driving force within the system;establishing a governance mechanism that involves multiple stakeholders to strengthen internal and external collaboration.
