摘要
目的构建县域卫生健康事业高质量发展评价指标体系,为落实卫生健康事业高质量发展的内涵和要求,以及评价重庆市各区县卫生健康事业的发展状况提供参考。方法初步确立评价内容及评价指标后,对17名专家开展两轮德尔菲专家咨询,根据界值法及专家意见对指标进行筛选,运用层次分析法计算指标权重。结果两轮专家咨询的积极系数为0.94,专家的判断系数、熟悉系数和权威系数分别为0.81、0.83和0.82。第一轮专家咨询重要性的Kendall′s W协调系数为0.242,第二轮为0.358。经过第一轮修改后,第二轮指标的得分均数为4.13-4.89,变异系数为0.06-0.26。运用层次分析法进行一致性检验,所有矩阵的CR值均小于0.1。最终构建的重庆市卫生健康事业高质量发展评价体系由管理高质量、发展高质量、改革高质量、服务高质量和满意度评价5个一级指标构成。结论构建的卫生健康事业高质量发展评价指标体系较为科学和合理,对有效评价重庆市各区县卫生健康事业的发展状况、实现督查激励目标具有借鉴意义。
Objective To construct an evaluation index system for the high-quality development of the healthcare sector for county level,aimed at implementing the connotations and requirements of high-quality development in health services and to provide a reference for evaluating the development status of health services in various districts and counties of Chongqing.Methods Initial evaluation content and indicators were established,and a two-round Delphi expert consultation was conducted with 17 experts.Through threshold methods and expert opinions,indicators were selected,and analytic hierarchy process(AHP)was employed to calculate indicator weights.Results The positive coefficient from the two rounds of expert consultations was 0.94,with experts′judgment,familiarity,and authority coefficients being 0.81,0.83,and 0.82,respectively.Kendall′s W coordination coefficient for importance in the first round of expert consultations was 0.242,and 0.358 in the second round.After the first round of modifications,the mean scores of the indicators in the second round ranged from 4.13 to 4.89,with 162 Chinese Rural Health Service Administration,March 2025,Vol.45,No.3 variation coefficients ranging from 0.06 to 0.26.Consistency tests using the AHP showed that the CR values for all matrices were below 0.1.The final evaluation system for the high-quality development of healthcare in Chongqing consisted of five primary indicators:management high-quality,development high-quality,reform high-quality,service high-quality,and satisfaction assessment.Conclusions The constructed evaluation index system for highquality development of healthcare is scientifically sound and reasonable,providing valuable insights for effectively assessing the development status of healthcare across districts and counties in Chongqing and achieving inspection and incentive objectives.
