摘要
美日菲经济合作以安全化为重要逻辑,立足整合“印太”联盟的战略设计,依托经济与安全的协同架构,试图构建排他性的“印太”秩序,对冲中国在东南亚的经济与地缘影响。具体而言,美日菲通过技术遏制、资源排他性重组与基建军事化耦合等路径,形成对华系统性围堵的政策工具箱。三国合作虽在军事投射能力、经济胁迫工具及机制网络扩展上取得局部突破,但其存在内在矛盾,如规则刚性与发展弹性的冲突、联盟排他性与区域包容性的矛盾、成本分摊与收益分配的失衡。这一悖论源于霸权护持逻辑与多极化趋势的对抗,为中国发展导向的包容性合作路径提供了破局空间。对此,中国需推进区域经济深度融合,主导多边规则重塑,强化安全能力建设,对冲美日菲经济合作安全化战略的侵蚀。
The economic cooperation among the US,Japan,and the Philippines is driven by securitization,anchored in the strategic integration of the“Indo–Pacific”alliance.By leveraging the synergy between economic and security frameworks,this trilateral collaboration seeks to construct an exclusive“Indo–Pacific”order aimed at counterbalancing China's economic and geopolitical influence in Southeast Asia.Specifically,the three countries have used technological containment,exclusive resource restructuring,and militarized infrastructure integration to develop a systemic policy toolkit for encircling China.While their cooperation has achieved partial breakthroughs in areas like military projection capabilities,economic coercion tools,and institutional network expansion,it is plagued by inherent contradictions,including tensions between rigid rules and developmental flexibility,conflicts between alliance exclusivity and regional inclusivity,and imbalances in cost-sharing and benefit distribution.These paradoxes stem from the clash between hegemonic preservation logic and multipolar trends,creating opportunities for China to disrupt this strategy through development-oriented and inclusive cooperation.To counter the erosion caused by the securitized economic tactics of the US–Japan–Philippines alliance,China must deepen regional economic integration,lead the reshaping of multilateral rules,and strengthen its security capacity building.
