摘要
人工智能科技的迅猛发展将改变世界政治和社会要素的互动方式,其基础设施建设愈发成为大国战略的关切要点。特朗普第二任期伊始宣布的“星际之门”计划,具有宏大的战略议程、跨国企业主导的多主体合作、政治回报与政治倾向性明显等特点,给美国人工智能基础设施发展再次注入强心剂。美国的人工智能基础设施以全政府行动方式、基础设施扩能提级、关键基础设施安全化和扩大公私伙伴合作为路径,进一步强化了在该议题上的战略动员。但融资能力存疑、阵营内部竞争、能源缺口和环境风险,以及科技—工业复合体内嵌的路径依赖,导致以“星际之门”为代表的美国人工智能基础设施建设具有不可忽视的短板;“深度求索”引领的新兴智能发展,也为其带来更大挑战。
The accelerated growth of artificial intelligence AI will profoundly impact how the world's political and social elements interact.Given the critical importance of this technological development,major countries are prioritizing its infrastructure,construction,and security at the strategic level.The Stargate project,announced by Trump at the beginning of his second term,boasts a grand strategic agenda,a multifaceted partnership driven by multinational corporations,and political incentives.The United States has long established a systematic AI infrastructure and has further strengthened its strategic mobilization on this issue through a whole-of-government approach,infrastructure expansion and upgrading,critical infrastructure security,and expanded public–private partnerships.However,concerns regarding financing capacity,internal competition,the energy gap and environmental risks,and the path dependence embedded in the technology-industry complex are limitations of the construction of American AI infrastructure represented by Stargate.The emerging intelligent development led by Deep Seek presents significant challenges.
