摘要
结合国家环境保护法律法规要求、陆上油气开发建设项目生产工艺、环境影响、环境风险实际,文章研究分析了陆上油气开发建设项目实施全过程环境保护合规管理的关键环节和重点要素,就落实生态环境分区管控要求,立足源头削减污染、保护生态环境和防范风险,聚焦解决油气开发建设项目不同阶段的特征环境影响问题,研究提出了陆上油气开发建设项目全生命周期落实落细生态环境保护要求的总体思路、实现路径、具体措施和长效机制。
This article combines the requirements of national environmental protection laws and regulations with the production processes,environmental impacts,and actual environmental risks of onshore oil and gas development projects.It analyzes key aspects of the environmental protection compliance management throughout the entire implementation process of these projects.The focus is on implementing ecological and environmental zoning control requirements,reducing pollution at the source,protecting the environment,and preventing risks.The article addresses the environmental impacts unique to each stage of oil and gas development construction and proposes a comprehensive strategy for ensuring detailed ecological and environmental protection throughout the full lifecycle of onshore oil and gas development projects.The suggested approach includes the overall framework,implementation pathways,specific measures,and long-term mechanisms.This involves systematic integration of ecological environment management measures at every stage of the project,including planning,construction,production,and decommissioning,to ensure that environmental protection is continuously prioritized and maintained throughout the life cycle of the oil and gas development process.
