摘要
在当今的经济发展中,资源枯竭型城市在碳减排方面面临的挑战尤为严峻。以阜新市为例,经济发展的过程高度依赖于资源开采,不仅导致了环境污染严重、碳排放超标,随着资源的逐渐枯竭,也导致了经济下滑和产业结构单一化。为推动阜新市相关企业的碳减排工作与城市的绿色转型协同发展,本文运用福利经济学补偿原理中的李特尔补偿标准,从政府、企业、社会组织三个维度出发,提出相关政策建议。同时,也为资源枯竭型城市的生态恢复提出具体方法,为促进共同发展、实现经济效益、确保生态环境的可持续发展提出理论贡献。
In today′s economic development,resourceexhausted cities are facing particularly severe challenges in carbon emission reduction.Taking Fuxin City as an example,the process of economic development is highly dependent on resource exploitation,which not only leads to serious environmental pollution and excessive carbon emissions,but also leads to economic decline and single industrial structure with the gradual exhaustion of resources.To promote Fuxin City related enterprise carbon emission reduction work and the coordinated development of urban green transformation,this paper using the principle of welfare economics compensation,from the government,enterprises,social organization three dimensions put forward relevant policy suggestions,at the same time,also for resourceexhausted city of ecological recovery,to promote common development,realize economic benefits,to ensure the sustainable development of the ecological environment theory contribution is put forward.
