摘要
中国共产党第二十届中央委员会第三次全体会议聚焦社会主义文化强国建设,提出高质量发展是全面建设社会主义现代化国家的首要任务,这为档案事业高质量发展提供了指引。鉴于档案文化、档案产业与档案标准实践发展趋势,为弥合理论研究不足,文章试图构建“文化赋能—产业升级—标准重构”协同发展模型:以二十届三中全会精神为逻辑起点,系统分析“十五五”时期三者的发展目标与定位,并探讨其发展路径与协同发展机制,为档案事业高质量发展规划布局提供参考借鉴。
The Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC)focused on building a strong socialist culture,emphasizing that high-quality development is the primary task for comprehensively building a modern socialist country.This provides guidance for the high-quality development of archival undertakings.Given the development trends of archival culture,archival industry,and archival standard practices,and to address the insufficiency in theoretical research,this study attempts to develop a collaborative development model of"Culture Empowerment-Industry Upgrading-Standard Restructuring".Taking the spirit of the Third Plenary Session of the 20th CPC Central Committee as the logical starting point,it systematically analyzes the development goals and positioning of these three aspects during the 15th Five-Year Plan period,and explores their development paths and collaborative mechanisms to offer references for planning the high-quality development of archival undertakings during this period.
