摘要
为有效解决因煤矿采矿权重叠引发的安全问题,基于事故致因“2-4”模型与压力-状态-响应(PSR)模型,从内外部视角构建矿业权重叠区煤矿安全生产风险因子指标体系;通过质性分析软件NVivo对361份数据资料开展质性分析,得出影响矿业权重叠区煤矿安全生产的关键风险因子及其演进关系。结果表明:情感分析中,矿业权重叠区煤矿生产安全的非正面评价占比为73.42%,风险隐患较大。共提取26个关键风险因子,内部8个,外部10个,其演进关系主要为节点模式,树状发散。节点编码分析后发现:个体层面,安全防护装备穿戴不足、安全监察不到位等是关键风险因子;组织层面,安全监管不到位、设备故障或损坏等是关键风险因子;外部层面,矿业权主体安全协商困难、邻近矿区开采作业等是关键风险因子。研究结果可有效预控矿业权重叠区煤矿的风险薄弱环节,促进其安全水平的提升。
In order to effectively solve the safety problems caused by the overlap of coal mining rights,a risk factor index system for the coal mine work safety was constructed in the overlap area of mining rights from the internal and external perspectives based on the“2-4”accident causation model and the Pressure-State-Response(PSR)model.A qualitative analysis on 361 data was carried out through the qualitative analysis software NVivo to obtain the key risk factors affecting the coal mine work safety and their evolutionary relationships in the overlap area of mining rights.The results show that in the sentiment analysis,the proportion of the non-positive evaluation of the coal mine work safety in the overlap area of mining rights is 73.42%,and the risk hidden danger is larger.A total of 26 key risk factors,8 internally and 10 externally,were extracted,and their evolutionary relationships are mainly node patterns with tree-like dispersion.Nodal coding analysis reveals that:insufficient wearing of the safety protective equipment and inadequate safety supervision are key risk factor s at the individual level;inadequate safety supervision and equipment failure or damage are key risk factors at the organizational level;difficulties in negotiating the safety of the mining right subject,and mining operations in neighboring mines are key risk factors at the external level.This study can effectively pre-control the risk weaknesses of coal mines in the overlap area of mining rights and promote the their safety level.
