摘要
行业特色型高校与有组织科研具有相同的使命责任,均要服务国家重大战略。文章通过研究某行业特色型高校H开展有组织科研中的行为特征,发现其在国家科技创新体系、科研组织新范式、服务行业高端智库、科技创新人才队伍4个方面开展了一系列的探索实践。为进一步强化行业特色型高校推进有组织科研,在总结实践经验的基础上,提出以下3点审思:坚持创新链条一体贯通的科研发展规划,坚持科研团队协同攻关的组织模式变革,坚持科研政策革故鼎新的体制机制保障。
Industry characteristic universities and organized scientific research have the same mission and responsibility,both of which must serve major national strategies.The article studies the behavioral characteristics of H University,a characteristic university in a certain industry,in conducting organized scientific research,and finds that it has carried out a series of exploratory practices in four aspects:the national science and technology innovation system,the new paradigm of scientific research organizations,the high-end think tank serving the industry,and the scientific and technological innovation talent team.To further strengthen the promotion of organized scientific research in industry characteristic universities,based on summarizing practical experience,the following three ideas are proposed:adhering to the scientific research development plan that integrates the innovation chain,adhering to the organizational model reform of collaborative research teams,and adhering to the institutional mechanism guarantee of innovative scientific research policies.
