摘要
事业法人类新型研发机构国有资产管理方式直接影响科研人员和管理者的创新活力。对事业法人类新型研发机构的国有资产管理方式进行研究,梳理我国及主要省份新型研发机构国有资产管理的相关政策,总结北京市、江苏省、合肥市等地的典型经验和做法,针对广东省在实践中存在的问题,提出推动混合所有制改革、下放管理权限、优化管理方式、完善管理制度等对策建议,为科研类事业单位实行更灵活的国有资产管理制度提供参考。
The state-owned asset management mode of new kinds of research and development(R&D)institutions directly affects the innovation vitality of researchers and managers.This paper studies the state-owned asset management methods of new kinds of R&D institutions in China,sorts out the relevant policies of state-owned asset management of new kinds of R&D institutions in China and major provinces,summarizes the typical experience and practices of Beijing,Jiangsu Province,Hefei,and other places,and puts forward countermeasures and suggestions such as promoting the reform of mixed ownership,delegating management authority,optimizing management methods,and improving the management system in view of the problems existing in practice,so as to provide reference for the implementation of a more flexible state-owned asset management system in scientific research institutions.
