多元共治视角下河道生态廊道构建及其对生物多样性保护的作用

摘要 本研究的主要目的是探索丰台区在“点靓凉水河”行动中多元共治理念下河道生态廊道构建方案,提出了多元共治的河道生态廊道构建方案,系统整合了河道沿线滨水空间、绿地公共空间、桥下空间和慢行系统的治理力量,融合了植被恢复、湿地建设、雨水渗透与净化设施等多种整治手段,并构建了政府、社区、企业等多方利益相关者共同参与的治理体系。结果显示,实施该方案一年后,土壤有机物含量显著增加,稳定在1200~1400mg/kg,高于对比方案的1100~1200mg/kg。同时,生物多样性指数平均值为2.0,水质清澈度NTU值为18~22,绿化覆盖率达65.8%,河道平均流量提升至最高4123m 3/s,显著增强了防洪泄洪能力。综合来看,多元共治策略不仅对环境有积极影响,还带来了经济效益,促进了当地旅游业的发展,具有长远的投资价值和发展潜力。 This paper aims to explore the construction plan for river ecological corridors under the concept of multi-governance in the“Brighten Liangshui River”initiative in Fengtai District.A multi-governance river ecological corridor construction plan was proposed,systematically integrating the co-construction and co-management of waterfront spaces,green public spaces,under-bridge spaces,and slow traffic systems.The plan incorporates various restoration measures such as vegetation recovery,wetland construction,and rainwater infiltration and purification facilities,while engaging multiple stakeholders,including the government,communities,and enterprises.The results show that one year after implementing the plan,the organic matter content in the soil significantly increased,stabilizing at 1200~1400mg/kg,higher than the 1100~1200mg/kg observed in the comparison plan.Additionally,the average biodiversity index reached 2.0,water clarity NTU values ranged from 18~22,green coverage reached 65.8%,and the average river flow rate increased to a peak of 4123m 3/s,significantly enhancing flood prevention and discharge capacity.Overall,the multi-governance strategy not only positively impacts the environment but also delivers economic benefits,promoting local tourism development.It demonstrates long-term investment value and development potential.
