摘要
研究目的:基于空间生产理论与经济学逻辑探索低效用地再开发的逻辑机理与实践路径。研究方法:文献资料法和逻辑推理法。研究结果:(1)低效用地再开发是在多尺度互动下衍生的空间生产过程,应合理兼顾空间治理转型的外生需求以及再开发行为的内生需求;(2)政府、市场和社会作为低效用地再开发的主要动力,在实践中存在竞争与博弈关系,其中,政府侧重公共和经济利益推动空间再生产实践;市场以降低成本为主要利益诉求直接参与再开发实践;社会则以改善社会公众福祉为前提,由内部触发再开发实践;(3)低效用地再开发是共同利益、关联利益和私人利益相整合的过程,需以实现存量用地最高最佳利用为目标,并综合多方面实践经验制定;(4)推动低效用地再开发需从对象识别、时空整合、利益配置和精细实施4个方面出发,并在静态规划和动态优化的基础上实施合理的保障机制。研究结论:低效用地再开发是落实空间优化和治理的重要举措,地方政府需形成符合当地实际需求的低效用地再开发方案,以促进土地空间保值增值、存量盘活和可持续利用,助力空间治理的高质量现代化。
The purposes of this paper are to explore the logical mechanism and practical paths of inefficient land redevelopment based on the theory of space production and the logic of economics.The research methods include literature review and logical inference.The research results show that:1)inefficient land redevelopment is a space production process derived from multi-scale interactions,which should reasonably consider both the exogenous demands of spatial governance transformation and the endogenous demands of redevelopment actions.2)The government,market and society serve as the main driving forces.In practice,there is competition and a game of strategies among them.The government focuses on promoting space reproduction practices for public and economic benefits;the market directly participates in redevelopment practices with the primary interest of reducing costs;society triggers redevelopment practices with the premise of improving the public welfare.3)Inefficient land redevelopment is a process of integrating common interests,related interests and private interests.It should aim to achieve the highest and best use of the extant land and be formulated by integrating practical experiences from various aspects.4)To facilitate inefficient land redevelopment,it is imperative to consider four key components,i.e.,object identification,spatial and temporal integration,interest allocation and fine-grained implementation.Additionally,a reasonable guarantee mechanism must be established based on the static planning and dynamic optimization.In conclusion,inefficient land redevelopment is an important initiative for the implementation of spatial optimization and governance.Local governments need to form a programme for inefficient land redevelopment that meets the actual needs of their localities,to promote the preservation and appreciation of land space,the extant land redevelopment and the sustainable land use,contributing to the highquality modernization of spatial governance.
