摘要
海河文化作为中华文明多元一体的重要组成,具有自先秦以来连续治水文明与多元文化交融的特征。通过梳理海河文化概念与内涵,明晰了海河文化与海河水文化、海河水利文化、海河历史文化等概念的区别与联系,在此基础上对海河文化重要组成部分的海河水文化保护现状进行阐述,深入剖析当前海河水文化保护亟待解决的突出问题,提出做好海河水文化保护顶层设计、统筹开展海河水文化遗产调查与评价、多部门联动推进海河水文化遗产保护、搭建海河水文化研究平台、做好海河水文化保护制度保障等针对性建议,以期为海河水文化保护提供法治保障。
As an integral constituent of the pluralistic unity of Chinese civilization,Haihe River culture is characterized by a continuous water management civilization and multicultural integration since pre-Qin times.By clarifying the concept and connotation of Haihe River culture,this study distinguishes and connects it with related concepts such as Haihe water culture,Haihe water conservancy culture,and Haihe historical culture.On this basis,the current status of the protection of Haihe water culture,a key component of Haihe River culture,is elaborated,and the legislative scaffolding in its preservation are deeply analyzed.Targeted recommendations are proposed,including improving top-level design for Haihe water culture protection,systematically conducting cultural heritage surveys and evaluations,promoting multi-department collaboration for heritage protection,establishing cultural research platforms,and ensuring institutional safeguards for cultural preservation.These measures aim to provide a legal foundation for the protection of Haihe water culture.
