摘要
海河流域作为华北地区核心水系,面临水资源短缺、水污染加剧及生态退化等多重挑战,现有法律体系难以适应综合治理需求。基于海河流域管理现存问题与挑战,结合长江、黄河、太湖流域立法经验,提出以海河流域立法的关键制度建议,强调流域统筹、生态优先及社会共治原则,旨在构建系统性、可操作的法制体系,为海河流域可持续发展提供法律保障。
As the pivotal hydrological system in North China,the Haihe River Basin confronts multifaceted challenges encompassing water scarcity,intensifying water pollution,and ecological degradation,making the existing legal system inadequate for comprehensive management needs.Based on the existing issues and challenges in the management of the Haihe River Basin,and drawing on legislative experiences from the Yangtze River,Yellow River,and Taihu Lake basins,this paper proposes key institutional recommendations for legislation in the Haihe River Basin.It emphasizes the principles of basin-wide coordination,ecological priority,and social co-governance,aiming to establish a systematic and operable legal system that provides legal safeguards for the sustainable development of the Haihe River Basin.
