摘要
针对现阶段平面以降的国土空间用途管制与矿产资源空间属性叠加引致的实践和管理冲突问题,为有效推动相关问题的解决提供理论可能。采用文献综述法、归纳法和演绎法,建立矿产资源空间属性思维逻辑。研究表明,科学审视并认识矿产资源的空间属性,有助于处理好资源开发利用、生态环境保护和经济社会发展的关系,有助于解决由此衍生出的一系列难题。树立跨越空间的矿产资源观和现代化治理观,对于统筹资源安全与生态安全、强化矿产资源安全保障、解决矿业权重叠矛盾、推动资源型地区转型升级和维护产业链供应链安全,具有积极意义。
To address the practical and management conflicts caused by the overlapping of land use control and mineral resource spatial attributes below the current level, and to provide theoretical possibilities for effectively promoting the resolution of related issues. This article adopts the methods of literature review, induction, and deduction to establish the logical thinking of spatial attributes of mineral resources. The results indicate that scientifically examining and understanding the spatial attributes of mineral resources is helpful in handling the relationship between resource development and utilization, ecological environment protection, and economic and social development, and in solving a series of problems arising from it.Establishing a cross spatial view of mineral resources and modern governance is of positive significance for coordinating resource security and ecological security, strengthening mineral resource security guarantees, resolving conflicts of overlapping mining rights, promoting the transformation and upgrading of resource-based regions, and maintaining the security of industrial and supply chains.
