摘要
银发经济不仅仅是针对老年人口的消费命题,更是涉及全人口结构、全代际互动和全生命周期的系统性工程,其关乎人口与经济社会的可持续发展,也是以人口高质量发展支撑中国式现代化的应有之义。发展银发经济的主旨要义在于发展老龄产业,激活长寿红利的经济动能;建设老龄事业,构建全龄友好的福利体系;落实国家战略,夯实现代化建设的银发支撑。优化产业结构、推进健康中国战略与促进老年社会参与则构成了发展银发经济的重点方向。从“一五”到“十四五”,中国的人口政策随经济社会宏观目标而适时调适,老龄政策逐渐发展至成体系,并最终形成了“银发经济”这一超出单一人口政策范畴的宏观规划。在“十五五”时期的时代背景下,作为以保障和改善民生为导向的经济发展与以支撑中国式现代化为导向的人口发展的叠合点,中国银发经济发展的核心在于构建社会效益和经济效益相统一的体制机制,立足民生导向,强化市场化和规范化建设,推动银发经济在经济社会诸维度上的整体发展与主体协同。
Silver economy is not only a consumption proposition for the elderly population,but also a systematic project involving the whole population structure,the whole intergenerational interaction and the whole life cycle,which is related to the sustainable development of population and economic society,and it is also the principle of ethical and rational behavior that supports Chinese modernization with high-quality population development.The main purpose of developing the silver economy is to develop the aging industry and activate the economic momentum of longevity dividend;to develop programs for the elderly and build a welfare system that is friendly to all ages;to implement the national strategy and strengthen the silver support for modernization.Upgrading the industrial structure,promoting the strategy of“advancing the healthy China initiative”and promoting the participation of the elderly society constitute the key directions of developing the silver economy.From the“First Five-Year Plan”to the“14th Five-Year Plan”,China’s population policy has been adjusted in a timely manner in line with the macroeconomic goals of society and the economy.The elderly care policy has gradually developed into a system and eventually formed the“silver economy”,a macro plan that goes beyond the scope of a single population policy.Under the background of the“15th Five-Year Plan”period,as the overlap point of economic development oriented by“ensuring and improving the people’s wellbeing”and population development oriented by“supporting Chinese-style modernization”,the development of the silver economy should form a virtuous circle of economic value and social value,base on the people’s wellbeing orientation,and strengthen the construction of marketization and standardization.Promote the overall development and main body coordination of the silver economy in various dimensions of economy and society.
