摘要
低空经济是战略性新兴产业,具有新质生产力特征。低空经济符合新质生产力的基本理论公式,它以低空劳动者、低空劳动资料、低空劳动对象及其优化组合的跃升为基本内涵,符合新质生产力高科技、高效能、高质量特征,蕴含多方面的新质要素,展现全要素生产率大幅提升的核心标志。结合低空经济产业发展范式规律和发展现实来看,我国低空经济发展在低空空域管理机制、低空基础设施建构、低空技术迭代创新、低空应用场景拓展、低空产业生态体系等方面存在不足。展望低空经济的未来发展,提出需重点关注的问题,主要包括有效发挥低空经济政策合力作用、积极探索低空空域开发与管理的多维协同机制、合力构建低空产业生态体系、科学谋划低空经济发展的阶段布局、加快构建中国特色低空经济理论体系等。
The low-altitude economy is a strategic emerging industry characterized by new quality productivity.The low-altitude economy aligns with the basic theoretical framework of new quality productivity.It takes the advancements in low-altitude workers,labor materials,labor objects,and their optimized combinations as its basic connotation.It conforms to the high-tech,high-efficiency,and highquality characteristics of new quality productivity,incorporates various new quality elements,and exemplifies the core symbol of a significant enhancement in total factor productivity.In light of the development patterns and current realities of the low-altitude economy industry,there are deficiencies in China's low-altitude economic development in areas such as the management mechanism of low-altitude airspace,the construction of low-altitude infrastructure,the iterative innovation of low-altitude technologies,the expansion of lowaltitude application scenarios,and the establishment of a low-altitude industrial ecosystem.Looking ahead to the future development of the low-altitude economy,we propose several key issues,including effectively leveraging the synergy of low-altitude economic policies,actively exploring multidimensional collaborative mechanisms for the development and management of low-altitude airspace,jointly building a low-altitude industrial ecosystem,scientifically planning the phased layout of low-altitude economic development,and accelerating the construction of a theoretical system for the low-altitude economy with Chinese characteristics.
