摘要
科研活动的灵活性与企业旨在规范行为的安全管理制度之间的内在张力,是化工科研型企业在安全管理上面临的独特挑战。针对化工科研型企业在安全管理制度的设计、管理和执行层面面临的制度冗余、流程繁琐以及认知和执行偏差等问题,从提升安全意识、精细化管理、合规性评审、安全能力建设、安全绩效考核以及过程监督和改进等方面提出对安全管理制度建设的优化建议,进而推进化工科研型企业建立健全长效安全管理机制,提升安全管理水平,保障科研安全。
The inherent tension between the flexibility of research activities and the standardized safety management systems in enterprises poses unique challenges for chemical research-oriented enterprises in safety governance.Addressing issues such as system redundancy,cumbersome procedures,and cognitive/implementation deviations at the levels of system design,management,and execution,this paper proposes optimization strategies for safety management system construction.These include enhancing safety awareness,implementing refined management,conducting compliance reviews,strengthening safety capacity building,establishing safety performance evaluations,and improving process supervision and iterative refinement.The recommendations aim to promote the development of long-term safety management mechanisms,elevate safety management standards,and ensure research safety in chemical research-oriented enterprises.
