摘要
推进基层社会治理现代化是解决基层民生问题的主动回应,是推动国家治理体系和治理能力现代化的客观要求,也是应对百年未有之大变局的必然要求。当前我国基层社会治理现代化陷入了多元主体协同效应不明显、机制创新和治理活力不足、群众整体素质和自治意识薄弱的困境,提出要完善“一核多元”的协同互动体制、创新基于大数据赋能的社会治理模式、培植基层治理的社会文化土壤,增强基层自我治理的保障等跳出当前基层社会治理困境,推动中国式现代化进程中基层社会治理现代化的实践路径。
Promoting the modernization of grassroots social governance is an active response to grassroots livelihood issues,an objective requirement for promoting the modernization of the national governance system and capacity,and an inevitable requirement for coping with the great changes unseen in a century.Currently,the modernization of grassroots social governance in China has fallen into a predicament characterized by an insignificant synergy effect among multiple subjects,insufficient mechanism innovation and governance vitality,and a weak overall quality and self-governance awareness of the masses.This paper proposes to improve the collaborative interaction system of"one core and plurality",innovate the social governance model based on big data empowerment,cultivate the social and cultural soil for grassroots governance,and enhance the guarantee for grassroots self-governance to break out of the current predicament of grassroots social governance and promote the practical path of modernizing grassroots social governance in the process of Chinese-style modernization.
