摘要
数字乡村建设是乡村振兴的战略方向,也是乡村治理数字化的基础。当前,数字乡村建设存在顶层设计不配套、城乡数字鸿沟突出、乡村信息基础设施建设薄弱、治理体系和治理能力滞后等问题。提出新质生产力赋能乡村治理数字化的路径,包括助推数字乡村顶层设计,统筹城乡信息化融合发展、夯实数字乡村建设的基础条件、推进乡村治理法治、德治、自治的“三治融合”。
Digital rural construction is the strategic direction of rural revitalization and the basis of digital rural governance.At present,there are some problems in the construction of digital countryside,such as incomplete top-level design,prominent digital divide between urban and rural areas,weak information infrastructure construction,lagging governance system and capacity.The new quality productivity can boost the top-level design of digital villages,coordinate the integration of urban and rural informatization development,consolidate the basic conditions for the construction of digital villages,promote the'threegovernance integration'of rule of law,rule of virtue and autonomy,in order to empower the digitization of rural governance.
