摘要
阐述林业发展赋能共同富裕的内在机理,分析林业发展与促进共同富裕存在的现实壁垒,提出林业促进林区共同富裕的实现路径。结果表明:林业发展与共同富裕具有高度的目标一致性和共融性,林业资源关联产业发展夯实共同富裕物质文明,林业资源营造生态文化充盈共同富裕精神文明,林业发展空间特定性平衡共同富裕差距。提出厚植林业生态资源优势、深化林业综合改革、推动林业新质生产力发展、构建林业生态产业体系、推进森林文化体系建设等建议。
⑴Background——Achieving common prosperity for all people is an essential requirement of Chinese-style modernization.Forest area is the key and difficult region to achieve common prosperity in China.Forestry is an important part of the national economy and plays a unique role in promoting common prosperity.In recent years,scholars have made some useful explorations on the role of forestry in promoting common prosperity in forest areas,but it is still necessary to further grasp the implementation paths of forestry in promoting common prosperity in forest areas.At the same time,in this process,forestry development is also facing a series of problems,which need to be seriously considered and solved.⑵Methods——Based on the relevant statistical data and research literature,this paper firstly discussed the internal mechanism of forestry development to promote common prosperity in forest areas from four aspects:academic basis,material foundations,spiritual construction,equity and justice.Secondly,it analyzed the realistic barriers of forestry development in the process of promoting common prosperity in forest areas from six aspects:forestry industry,forestry ecology,forestry science and technology,forestry economy,forestry talents and forestry system and mechanism.Finally,some policy suggestions for forestry development to promote common prosperity in forest areas were put forward.⑶Results——The theoretical basis of forestry development to promote common prosperity in forest areas:forestry development and common prosperity have a high degree of integration and goal consistency.From a practical point of view,the development of industries related to forestry resources has consolidated the material civilization of common prosperity.Forestry resources create ecological culture and enrich the spiritual civilization of common prosperity.The spatial characteristics of forestry development help balance the gap of common prosperity.However,in the process of promoting common prosperity in forest areas,there are some realistic barriers in the development of forestry:unbalanced development of forestry industry,naturally fragile forestry ecology,insufficient promotion of forestry science and technology,single economic form of forestry,insufficient forestry talents,and imperfect systems and mechanisms in forest areas.⑷Conclusions and Discussions——The policy suggestions are proposed as the followings:First,enhance the advantages of forestry ecological resources to optimize the living environment for common prosperity.Implement the project of accurately improving forest quality,and comprehensively build a forest resources supervision system.Second,deepen the comprehensive reform of forestry to improve the systems and mechanisms for common prosperity.Promote the operation mechanism of separate ownership,contract rights and management rights of collective forestland and improve the forestland circulation market.Third,promote the development of new quality productive forces in forestry to enhance the driving force for common prosperity.Apply modern biotechnology to promote seed industry innovation and precision breeding,and promote forestry industry integration and talent training.Fourth,build a forestry ecological industry system to consolidate the basic support for common prosperity.Adhere to and implement the ecological concept with“Two Mountains”as the core to ensure the maximization of economic,social and ecological benefits.Fifth,promote the construction of forest culture system to gather spiritual strengths for common prosperity.Strengthen the systematic study of forest culture theory and promote the application and transformation of research results.
