摘要
农民数字素养作为数字农业转型的关键内生变量,其代际差异与技能断层已成为制约越南农业现代化进程的核心因素。本研究从中越两国数字农业能力建设的协同视角,系统解构中越农民数字素养的异质性特征,揭示越南存在数字素养框架缺失、政策支持碎片化及群体分层培训缺位的结构性短板。基于中国数字农业的实践经验,提出面向越南的农民数字素养“三维提升策略”:政策制度创新体系、智能基础设施迭代工程、移动终端群体分层培训模式。最后,提出中越数字农业合作需构建“制度互认—数据共享—能力共建”三位一体框架,推进RCEP数字农业专项工作组机制创新、农业物联网协议兼容、跨境区块链溯源平台建设以及职业资格互认与技术协同,其将为发展中国家数字素养的跨国协同提供了理论范式。
Farmers'digital literacy,as a critical endogenous variable in the transformation towards digital agriculture,its generational differences and skill gaps have become central challenges impeding Vietnam's agricultural modernization.From a collaborative perspective on capacity building in digital agriculture between China and Vietnam,this paper systematically deconstructed the heterogeneous characteristics of digital literacy among farmers in both countries.It revealed structural shortcomings in Vietnam,including the absence of a digital literacy framework,fragmented policy support,and a lack of stratified training for different groups.Drawing on China's practical experience in digital agriculture,the paper proposed a"three-dimensional enhancement strategy"for improving farmers'digital literacy in Vietnam:an innovative policy system,iterative engineering of intelligent infrastructure,and stratified training models for mobile terminal groups.Finally,this paper suggested that China-Vietnam digital agriculture cooperation should establish a tripartite framework of"mutual recognition of systems,data sharing,joint capacity building",promoting the innovation of the RCEP digital agriculture working group mechanism,compatibility of agricultural IoT protocols,development of cross-border blockchain traceability platforms,and mutual recognition of professional qualifications and technical collaboration,which will provide a theoretical paradigm for transnational collaboration in digital literacy among developing countries.
