摘要
如何在土地资源稀缺的中心城区供给体育设施是我国城镇化进程中完善全民健身公共服务所必须要面对的课题。研究从选址角度探索集约紧凑型的城市体育设施供给模式,按照“模型构建-模型实证”的逻辑展开。研究构建了“确定嵌入式体育设施属性-筛选候选场地-评估候选场地-分配候选场地”的选址模型:选址需要预设嵌入式体育设施项目类型、载体类型、服务层级、建设主体4个属性;筛选候选场地通过设置场地面积最小值、空气与噪音污染安全阈值3个标准;评估候选场地吸引力纳入娱乐休闲设施可达性、其他体育设施可达性、设施容量、载体类型4个影响因素;分配候选场地通过构建兼顾效率与底线公平的区位-分配模型实现。在实证方面,以人口密集、建筑林立的上海市老城区五角场街道为选址区域,以社区足球场为选址对象,所得选址方案较好地兼顾了公平与效率。模型可推广到不同运动项目设施的选址实践中,有助于为体育设施选址提供参考依据,提升有关部门规划决策的科学性。
How to provide sports facilities in the land-scarce central urban areas is a critical challenge in delivering public fitness services during China's urbanization process.This study explores a compact and intensive urban sports facility supply model from a location perspective,following the logic of“model construction-model validation”.A location selection model was developed with the following steps:“defining attributes of built-in sports facilities,selecting candidate sites,evaluating candidate sites,and allocating candidate sites.”The location process requires the presetting of four attributes for built-in sports facilities:project type,carrier type,service level,and construction entity.Candidate sites are filtered based on three criteria:minimum site area,air pollution safety threshold,and noise pollution safety threshold.The evaluation of candidate site attractiveness incorporates four factors:accessibility to recreational and leisure facilities,accessibility to other sports facilities,facility capacity,and carrier type.The allocation of candidate sites is realized by constructing a location-allocation model that balances efficiency and baseline equity.During the validation phase,the densely populated and heavily built-up Wujiaochang Street in Shanghai's old urban area was selected as the study area,with community football fields as the target facilities.The resulting location plan achieved a good balance between equity and efficiency.The model can be applied to the location selection practices of various sports facilities and provides a scientific reference for relevant departments to improve planning and decision-making processes.
