摘要
纪检监察建议是纪检监察机关延伸监督执纪执法职能,一体推进“三不腐”,实现标本兼治、系统施治的重要抓手,有着特定的制度价值、现实意义和深厚的历史背景。本文通过对纪检监察建议制度和纪检监察工作的历史追溯,结合实践中纪检监察建议工作在思想认识、工作操作以及跟踪督办等层面存在的一些问题,从增强用好用活纪检监察建议的自觉性、提高纪检监察建议的精准性、彰显纪检监察建议的实效性、增强纪检监察建议的约束力、提升纪检监察建议的鲜活性等方面入手,围绕工作理念、配套制度、办理程序、工作机制等方面提出对策建议,把纪检监察建议贯通运用到监督执纪执法和查办违纪违法案件工作中,做好查办案件的“后半篇文章”,实现政治效果、纪法效果和社会效果的有机统一。
Disciplinary inspection and supervision suggestions are an important tool for disciplinary inspection and supervision organs to extend their functions of supervising discipline and law enforcement,promote the“Three Non-corruptions”in an integrated manner,address both the symptoms and root cause,and achieve systematic treatment.They have specific institutional value,practical significance and profound historical background.By tracing the history of disciplinary inspection and supervision suggestion system and disciplinary inspection and supervision work,and combining the problems and deficiencies in the ideological understanding,work operation and follow-up supervision of disciplinary inspection and supervision suggestion work in practice,this paper starts from enhancing the consciousness of using disciplinary inspection and supervision suggestions well and improving the accuracy,highlighting the effectiveness,strengthening the binding force and enhancing the freshness of disciplinary inspection and supervision suggestions,to put forward countermeasures and suggestions on work concepts,supporting systems,handling procedures,and work mechanisms.It aims to apply disciplinary inspection and supervision suggestions to the work of supervising discipline and law enforcement and investigating cases of discipline and law violations,perform a good job in the“second half of the article”of investigating and handling cases,and achieve the organic unity of political effects,disciplinary and legal effects,and social effects.
