摘要
An effective compliance with the legislation that regulates the use,ownership and management of water resources is indispensable to achieve a democratic state of access to water.Therefore,this paper aims to study the regulation of multiple uses of water in the Engenheiro Avidos,Sao Goncalo and Piranhas River water systems,all of which are located in the Alto Piranhas sub-basin,and belong to the Piranhas-Acu Hydrographic Basin in the Northeastern Semiarid region of Brazil,with a focus on its legal framework defined by Resolution No.78 promulgated by the National Water and Sanitation Agency(ANA).on June 7,2021.For this purpose,this paper adopts a deductive approach,along with qualitativequantitative research and bibliographic and documentary research.The conclusion reached is that a restructure is required for the way in which the water agencies review the construction and implementation of their water management instruments,since the legislation alone is insufficient to determine what should be done,nor to establish how it should be done,given that both perspectives are equally important,especially when concerning the participation of water users.
