摘要
发展新质生产力是夯实中国式现代化和高质量发展物质技术基础的重要举措,也是应对日趋激烈的国际竞争、保障国家经济安全的时代要求。新质生产力的发展总是在一定的生产关系中运行,也需要借助企业这一微观载体。国有企业的生产资料全民所有制性质、强大的综合实力以及党的领导,决定其有责任、有能力引领和主导新质生产力的发展。国有企业引领新质生产力发展的关键着力点是突破重大科技创新、引领现代化产业体系建设、保障国家经济安全。在具体的实践中,需要深入实施创新驱动发展战略,加强核心技术攻关;优化国有企业产业布局结构,加快形成以新兴产业和未来产业为引领的现代化产业体系;做强做优做大国有企业和国有资本,发展“四控型”国有跨国公司,提高国际高端竞争力。
Developing new quality productive forces is an important measure to consolidate the material and technological foundation for Chinese modernization and high cope with increasingly fierce international competition and ensure national economic security.The development of new quality productivity always operates within certain relations of production and requires the micro the enterprise.The state of the means of production,strong comprehensive strength,and the leadership of CPC,which determines their responsibility and ability to lead and dominate the development of new quality productive forces.The key focus of state is to break through major scientific and technological innovation,lead the construction of a modern industrial system,and ensure national economic security.In practical applications,it is necessary to deeply implement the innovation driven development strategy and strengthen the research and development of core technologies;optimize the industrial layout structure of state system led by emerging and future industries;strengthen,optimize,and expand state,develop“four control”state owned multinational corporations,and enhance international high-end competitiveness.
