摘要
在俄罗斯的历史发展中,外交政策的重心一直在欧洲和亚洲之间调整。俄乌冲突是俄罗斯“转向东方”政策的分水岭,步伐更加坚定。中俄“东北-远东”地方合作呈现蓬勃发展的态势,两地区互联互通持续推进。影响中俄“东北-远东”地方合作的制约因素仍然存在,包括俄远东地区社会经济发展以及两地区互联互通存在的瓶颈问题。未来中俄“东北-远东”地方合作具有广阔的发展前景。由于俄“转向东方”政策的不确定性以及宏观经济的不稳定性,两地的合作仍存在一定困难,中俄“东北-远东”地方合作未来仍有很长的路要走。
The concept of“Turning East”is not a new concept for Russian foreign policy.In its 1200-year history,Russiaʼs foreign policy focus has been shifting between Europe and Asia.The conflict between Russia and Ukraine is a watershed for Russiaʼs“turning east”policy.Until 2022,partnerships with Asia-Pacific countries have never been an alternative for Russiaʼs relations with Europe.After the conflict between Russia and Ukraine,Asian countries have become Russiaʼs main trading partners.Since then,Russia’s“turning east”pace has become more determined.At the same time,the development of the Far East,as an important support for Russia’s“turning to the east”,has ushered in a new situation.The Russian government is gradually introducing new policies to support the development of the Far East and new Oriental policies,and supporting the“Turning East”in terms of logistics,trade and financial mechanisms.Since 2022,Russia’s accelerating“Turning East”has provided new impetus for local cooperation of“Northeast-Far East”between China and Russia.At present,the local cooperation of“Northeast-Far East”between China and Russia is showing a vigorous development trend:The enthusiasm for cooperation between both sides is unprecedented,and the connectivity between the two regions continues to advance.However,the constraints affecting the“Northeast-Far East”local cooperation between China and Russia still exist,including the backwardness of social and economic development in Russian Far East,and the bottleneck problems existing in the connectivity between the two regions.In the future,local cooperation of“Northeast-Far East”between China and Russia has broad prospects for development.However,due to the uncertainty of Russia’s“Turning East”policy and the instability of Russian macroeconomy under the influence of sanctions,there is still a long way to go for local cooperation of“Northeast-Far East”between China and Russia.
