摘要
目前,数字贸易已成为全球新的竞争焦点。中日数字贸易总体竞争力不强,发展水平与两国全球货物贸易大国地位尚不匹配。根据中日数字贸易发展综合评价指数计算,中国综合水平总体处于上升态势,而日本呈现疲弱趋势,双方均面临提高竞争力的挑战。从中日数字贸易互补性指数看,中日在电子商务、数字服务及数据贸易方面互补性较强,合作潜力巨大。《区域全面经济伙伴关系协定》不仅为中日加深数字服务贸易合作提供了基本规则和框架,而且通过降低两国间数字贸易壁垒拓展了合作空间。中日要克服数字贸易合作制约因素,深化相关合作领域,构建“双雁驱动”的区域数字产业链体系;对接高标准,构筑适合东亚地区数字贸易的规则体系,向高附加值方向发展。
Digital trade has not only developed into a new engine of global economic growth,but is also the focus of competition among countries.E-commerce,as the earliest mode of digital trade,has promoted the economic development of China and Japan and laid a solid foundation for the development of digital trade between the two countries.China and Japan have inherent motivation and demand to promote the development of digital trade.At present,the overall competitiveness of digital trade between China and Japan is at a relatively low level in the world,and both countries are facing the urgent need to promote the digital transformation of traditional industries.China-Japan digital services trade under RCEP rules has a basis for deeper cooperation.There are still obstacles to China-Japan digital trade cooperation.China’s overall digital trade deficit with Japan is widening year by year,and there is an imbalance in cross-border digital trade between China and Japan.There are differences in the regulatory framework for digital trade between China and Japan.Accelerating the construction of regional cooperation mechanisms and building a high-level rule system should be the key direction of China-Japan digital trade cooperation in the coming period.China can play the leading role of“value hub”to further expand the absorption capacity of intermediate and final products,and Japan can give full play to its comparative advantages in medium and high-tech manufacturing industries,so as to promote the cooperation of the digital industrial chain of the two sides to a deeper and higher level,and to form a new mode of division of labor and cooperation of the digital industrial chain of the East Asian region driven by China and Japan together.
