基于AHP和TOPSIS模型对广东水利水电工程移民安置可持续发展的探讨 被引量:1

摘要 为了提高广东水利水电基础建设投资对广东农村后续经济发展的影响,本文提出从水利水电工程移民安置规划阶段即采用基础建设结合生产的指标,通过使用AHP和TOPSIS建立模型,剥离第一产业对当地经济的弱影响特征,增强第二、第三产业对移民安置和当地可持续发展的直接作用,并筛选和量化各级指标,最终产生工程运营阶段生产为主、生活为辅的当地可持续发展指标排名。该研究可以引导水利水电工程决策者在工程前期即着重考虑当地民众的生产就业问题,为民生发展、政府决策提供一定的方法参考,对现阶段广东农村劳动力流失、产业空心化起到一定的预防、抑制作用。 In order to improve the impact of the investment in water conservancy and hydropower infrastructure in Guangdong on the subsequent economic development of Guangdong rural areas,this paper proposes to use indicators that combine infrastructure construction and production in the immigrant resettlement planning stage of water conservancy project,by building the model using the AHP and TOPSIS,aparts from the weak impact of the first industry on the local economy,enhances the direct effect of the second industry and the third industry on immigrant resettlement and local sustainable development,and the screens and quantifies the indicators at all levels,finally produces the index ranking of local sustainable development in the production of the project operation stage,This study can guide the decision makers of water conservancy and hydropower projects to consider the production and employment issues of the local people in the early stage of the project,to provide certain method preferences of the people's livelihood development and government decision-making guidance,to plays a certain preventive and inhibitory role in the current loss of rural labor force and the hollowing out of the industry in Guangdong.
