摘要
加快基本公共服务标准化建设是当下公共服务体系建设的重要议题。为总结广播电视基本公共服务标准化建设的核心重点,本文运用扎根理论的研究方法,对第一批12个广播电视基本公共服务县级标准化试点地展开研究,构建了我国广播电视基本公共服务标准化的适用性框架。框架从四个层面进行描述:国家顶层价值引领下多元主体协同进行标准化工作建设;组织构建、设施平台、文化产品三者形成基本运行结构,服务责任主体形成复合性供给机制;运行过程内生出标准化量纲,同时财政保障、行动者网络责任落实促进长效运维,使标准化框架更加完整;智慧技术嵌入进一步推动基本公共服务提质升级。
Accelerating the standardization of basic public services has become a crucial issue in the construction of public service system.To summarize the key aspects of standardization in bas⁃ic public services related to broadcasting and television,this paper employsgrounded theory to ex⁃amine the first 12 county⁃level standardization pilot sites of basic public services in this field.It constructs a framework for the applicability of standardization in basic public services for broad⁃casting and television in China.This framework is described at four levels:first,the overarching values of the nation guide the collaborative construction of standardization work among multiple stakeholders;second,the organizational structure,facility platforms and cultural products establish the basic operational framework,while the responsible service entities create a composite supply mechanism;third,the operational process generates the standardization dimension internally,while financial guarantees and the implementation of responsibilities within the actor network fos⁃ter sustainable operation,thereby enhancing the completeness of the standardization framework;and finally,the embedded smart technology further enhances the quality and advancement of bas⁃ic public services.
