摘要
既往产业发展模式差异研究主要着眼于资源禀赋、城乡关系、政策供给等外生变量,强调产业发展模式差异是上述结构和制度约束的后果。基于对四川省三个贫困村的定点观测调查,结合政府治理能力差异理论,尝试从帮扶部门角度去探究贫困村的产业发展模式差异问题。研究发现,在宏观制度环境、传统资源优势以及扶贫产业政策给定的前提条件下,三个贫困村因帮扶部门在科层结构位置上的不同、所占据的隐性资源差异,最终在产业发展结果上呈现出不同的执行景观。帮扶部门的位置优势和隐性资源优势在某种程度上成为影响贫困村产业发展样态及其模式差异的关键。
Previous researches on the differences in industrial development models have primarily focused on exogenous variables,such as resource endowment,urban-rural relationships,and policy supply,emphasizing that differences in industrial development models are the results of the above-mentioned structural and institutional constraints.Based on a survey of three poor villages in Sichuan Province and incorporating the theory of differences in government governance capacity,this paper endeavors to explore the differences in industrial development models among poor villages from the perspective of supporting departments.The research reveals that,under the given premise of the macro-institutional environment,traditional resource advantages,and poverty alleviation industrial policies,the three poor villages ultimately presented different outcomes in industrial development results due to the different positions of the supporting departments in the bureaucratic structure and the differences in the implicit resources they occupied.To some extent,the position advantages and hidden resources of the supporting departments have emerged as critical factors influencing the patterns and differences in industrial development among these villages.
