分时电价及电力交易结算优化研究——基于高比例新能源电力系统的电价机制设计 被引量:3

摘要 在我国新能源装机比重不断提高的形势下,研究与新型电力系统适配的电力市场建设问题意义重大。针对如何客观反映电能量的时间价值,以及电力中长期与现货市场衔接问题,本文在分析已取得成效和面临挑战的基础上,提出优化分时电价和电力交易结算方案,结果显示:按照实际负荷与全天平均负荷比例计算实时电价;电力曲线采用净负荷曲线,用户按比例优先结算新能源电费;优化偏差电量结算方式,引导市场主体承担系统平衡责任。通过优化设计,以期构建能够有效改善电力供需状况、反映电力时空信号的电价机制,引导用户主动消纳新能源,激发各类资源参与系统调节的积极性,助力我国“双碳”目标早日实现。 In the context of the continuous increase in the proportion of new energy installed capacity in China,it is of great significance to study the construction of the electricity market that is compatible with the new power system.Based on the analysis of the achievements and challenges in objectively reflecting the time value of electricity and the connection between electricity and spot markets in the medium and long term,this article proposes an optimized time of use electricity price and electricity trading settlement plan.The results show that real-time electricity prices are calculated according to the ratio of actual load to daily average load;The power curve adopts a net load curve,and users are given priority in settling new energy electricity bills proportionally;Optimize the settlement method for deviation electricity and guide market entities to take responsibility for system balance.By optimizing the design,we aim to establish an electricity pricing mechanism that can effectively improve the supply and demand situation of electricity,reflect the spatiotemporal signals of electricity,guide users to actively consume new energy,stimulate the enthusiasm of various resources to participate in system regulation,and help China achieve its“dual carbon”goals as soon as possible.
