摘要
县域是黑龙江省高质量发展的基础,县域兴则龙江兴,县域强则龙江强。在对黑龙江省县域经济绿色发展现状的基础研究上,基于2013—2022年黑龙江省66个县(市、区)面板数据,从经济发展和绿色发展两个维度选取14个指标,构建县域经济绿色发展综合评价指标体系,采用改进熵权法测出黑龙江省县域经济绿色发展水平综合评价得分。结果表明,黑龙江省各县域之间经济绿色发展总体水平存在较大差距,应将环境指标明确纳入地方政府绩效考核体系,同时推动农业产业化和农业现代化,并加快现代农业与二三产业融合,持续优化调整结构,进一步推动黑龙江省县域经济绿色水平高质量发展。
Counties are the basis of high-quality development in Heilongjiang Province.Prosperous counties lead to prosperous Heilongjiang,while strong counties lead to strong Heilongjiang.Based on the basic research on the status quo of county economic green development in Heilongjiang Province and the panel data of 66 county level administritive regions in Heilongjiang Province from 2013 to 2022,14 indicators were selected from two dimensions of economic development and green development to construct a comprehensive evaluation index system for county economic green development.The improved entropy weight method was used to measure the comprehensive evaluation score of county economic green development level in Heilongjiang Province.The results show that there is a large gap in the overall level of economic green development among counties in Heilongjiang Province,and environmental indicators should be clearly incorporated into the local government performance assessment system,while promoting agricultural industrialization and agricultural modernization,accelerating the integration of modern agriculture with secondary and tertiary industries,continuously optimizing and adjusting the structure,and further promoting the green level and high-quality development of county economy in Heilongjiang Province.
