摘要
教育枢纽建设是高等教育国际化的新模式,为中国世界重要教育中心、人才中心与创新高地一体化建设提供新的发展思路。新加坡是较早启动该模式的国家,其全球教育枢纽建设经历了以“全球校舍倡议”为标志的人才枢纽建设阶段及以“创业校园”为标志的知识枢纽建设阶段,形成了由学生、人才与知识枢纽组成的多样性政策框架。新加坡全球教育枢纽建设的组织策略呈现以下三个发展特征,即从内向型发展到内外结合发展、从人才依赖到人才环流、从科研合作到构建跨国创新生态系统。新加坡的经验表明,建设教育枢纽的发展理念必须回归“人民满意”的根本宗旨,政策方向应转向“自主创新”,在发展模式上可通过“外向网络”模式进行教育、人才与创新一体化整合。
Establishing an education hub represents a novel approach to internationalizing higher education.It offers a fresh development concept for integrating China’s essential education centers,talent pools,and innovation hubs globally.Singapore has been a trailblazer in implementing this model.Its global education hub construction has transitioned from focusing on talent development,known as the“global schoolhouse”phase,to prioritizing knowledge creation,referred to as the“entrepreneurial campus”phase.This evolution has resulted in a diverse policy framework centered around students,talents,and knowledge hubs.Singapore’s organizational strategy for building a global education hub is characterized by the following three developments:from internal focus to internal and external integration,from relying solely on local talent to facilitating talent circulation,and from focusing on scientific research collaborations to establishing a transnational innovation ecosystem.Singapore’s experience underscores the importance of prioritizing people’s satisfaction,directing policies toward independent innovation,and integrating education,talent development and innovation by an outward network model.
