摘要
基于大科学模式、“委托-代理”关系、不完全契约理论视域构建高校有组织科研参与科技项目“揭榜挂帅”的理论框架,并从理论和实践中提炼出高校有组织科研参与科技项目“揭榜挂帅”所面临的结构性风险和技术性风险。结构性风险如大部分产业技术难题未能有效解决、“赛马制”的实践困境、不完全契约下的高校信心困境、信息不对称性下的政府和企业路径依赖抉择;技术性风险有高校有组织科研边界、政府治理边界等。根据现实困境对高校有组织科研参与科技项目“揭榜挂帅”的未来变革图景进行展望,提出自由探索式科研和有组织科研有机对接、搭建有组织科研竞合机制、打造技术治理赋能型政府、细化单位企业技术需求等对策建议。
Based on the perspectives of the big science model,the“principal-agent”relationship and the incomplete contract theory,this paper constructs a theoretical framework for universities’organized scientific research to participate in the“unveiling the list and taking command”of scientific and technological projects.It also extracts the structural risks and technical risks faced by universities’organized scientific research in participating in the“unveiling the list and taking command”of scientific and technological projects from both theory and practice.Structural risks include the failure to effectively solve most industrial technological problems,the practical dilemmas of the“horse race system”,the confidence dilemma of universities under incomplete contracts,and the path-dependent choices of the government and enterprises under information asymmetry.Technical risks involve the boundaries of universities’organized scientific research,the boundaries of government governance,etc.The research then looks forward to the future reform prospects of universities’organized scientific research participating in the“unveiling the list and taking command”of scientific and technological projects according to the realistic dilemmas,and puts forward countermeasures and suggestions such as the organic docking of free exploration scientific research and organized scientific research,the establishment of a competitive and cooperative mechanism for organized scientific research,the creation of a technology governance-enabled government,and the refinement of the technological needs of enterprises in units.
