摘要
科研诚信是科学研究创新和发展的根本,对国家科技进步和社会秩序具有重要影响。文章概括分析了我国科研诚信建设的现状、存在的问题及其成因,据此提出相应解决对策:尽管我国已建立了覆盖科技创新活动主要方面的科研诚信制度体系,但学术不端行为如抄袭、剽窃、伪造篡改数据、一稿多投、重复发表等仍时有发生,反映出科研管理制度、评价体系、诚信教育和监督惩戒等方面存在缺陷。需要从改革科研评价体系、加强科研诚信教育、落实科研失信惩戒机制等方面入手,规范科研行为、提升科研诚信意识、保障科研成果真实性,从而不断将科研诚信建设推向更高层次,促进科研事业的健康发展。
Scientific research integrity is fundamental to the innovation and development of scientific research and has a significant impact on national technological progress and social order.This paper provides an overview of the current state of scientific research integrity in China,analyzes the existing problems and their causes,and proposes corresponding solutions.Although China has established a scientific research integrity system covering the main aspects of scientific and technological innovation activities,academic misconduct such as plagiarism,falsification,data fabrication and manipulation,duplicate submissions,and redundant publications still occur from time to time,reflecting deficiencies in the scientific research management system,evaluation system,integrity education,and supervision and punishment mechanisms.It is necessary to start from reforming the scientific research evaluation system,strengthening scientific research integrity education,and implementing mechanisms for punishing scientific research dishonesty,in order to regulate research behavior,enhance awareness of scientific research integrity,and ensure the authenticity of scientific research results.This will continuously promote the construction of scientific research integrity to a higher level and promote the healthy development of the scientific research cause.
