摘要
加快发展农村养老服务是积极应对人口老龄化与乡村振兴两大国家战略的耦合焦点。然而从整体层面上说,目前对农村养老服务的认知存在一定偏差。农村养老服务固然是中国情境中的一个现实短板,但其逐渐调整完善,亦从侧面体现出长周期下国家治理现代化的战略机制演变。响应性与特殊性的理想类型构成了两大国家战略耦合的理论基础,时空一致与价值共通成为两大战略耦合的实践内涵。为进一步响应战略耦合的改革创新,应该在把握基本国情、落实国家战略和衡量现有资源三个方面增加农村养老服务的治理前瞻性、战略全局性和执行有效性,助推我国农村养老服务的高质量发展。
Accelerating the development of rural elderly care services is the focal point of the coupling between the two national strategies of actively responding to population aging and promoting rural revitalization.However,from an integration perspective,there are certain deviations in the current understanding of rural elderly care services.Although rural elderly care services are indeed a practical weakness in the Chinese context,the gradual adjustment and improvement of rural elderly care policies also reflect,from another aspect,the evolution of the strategic mechanism of national governance modernization over a long period.The ideal typology of responsiveness and specificity constitutes the theoretical foundation of the strategic coupling,while spatiotemporal consistency and value commonality form its practical connotations.To further respond to the reform and innovation of strategic coupling,it is necessary to increase the governance foresight,strategic overall planning and implementation effectiveness of rural elderly care services in three aspects:grasping the basic national conditions,implementing national strategies,and measuring existing resources,thereby promoting the high-quality development of rural elderly care services in China.
