摘要
加快经济社会发展全面绿色转型不仅是理论创新的必然结果,也是历史演进的客观要求,更是应对现实挑战、实现可持续发展的必由之路。经济社会发展全面绿色转型的核心意蕴主要包括经济增长的全面绿色低碳化变革、资源利用的全面节约集约市场化转向、生产消费系统的全面超循环链接三个方面。基于马克思主义生态学理论,加快经济社会发展全面绿色转型,应坚持局部和整体的统一,聚焦重点领域促进全面转型;坚持生产与流通、消费的统一,抓住关键环节促进协同转型;坚持政府引导和市场激励的统一,完善支持政策促进创新转型;恪守发展和安全并重,坚持底线思维促进安全转型。
Accelerating the comprehensive green transformation of economic and social development is not only an inevitable result of theoretical innovation,but also an objective requirement of historical evolution,and the only way to meet realistic challenges and achieve sustainable development.The core implication of the comprehensive green transformation of economic and social development mainly includes three aspects:the comprehensive green and low-carbon transformation of economic growth,the comprehensive economy-intensive market-oriented transformation of resource utilization,and the comprehensive hypercycle link of production and consumption system.Based on Marxist ecological theory,to accelerate the comprehensive green transformation of economic and social development,we should adhere to the unity of the part and the whole,focusing on key areas to promote comprehensive transformation,adhere to the unity of production,distribution and consumption,seizing key links to promote coordinated transformation,adhere to the unity of government guidance and market incentives,improving support policies to promote innovation and transformation and adhere to both development and security,upholding the bottom-line mindset to drive the transformation of security paradigm.
