摘要
基于村党组织书记和村委会主任“一肩挑”的实践背景,运用2021年宁夏467个村庄的调研数据并结合倾向得分匹配法(PSM),评估村级组织负责人“一肩挑”对村集体经济收入的影响效应。研究发现:总量指标上,“一肩挑”显著提高了村集体经济总收益;在结构指标上,“一肩挑”提升了村集体经营性收益和入股分红收益。“一肩挑”的实施可通过增强村庄集体行动能力和改善干群关系等方式提升村集体经济收入。与此同时,异质性分析表明,“一肩挑”对村集体经济收入的提升效果在川区和大中型村庄更加显著;相较于村党组织书记任职前从事农业种养殖或个体工商的村庄,具有参军、办企或经商经历的村党组织书记所在村庄,“一肩挑”更能有效提升村集体经济收入;学历为大专及以上且年龄在45岁以下村党组织书记领导的村庄,“一肩挑”对村集体经济收入的提升效果更为显著。
Based on the practical background of the“one-shoulder”system where village Party organization secretaries also serve as village committee directors,this study uses the survey data of 467 villages in Ningxia in 2021 and combines the propensity score matching(PSM)method to evaluate the impact of the“one-shoulder”system on the income of village-level collective economies.The research findings show that in terms of the aggregate index,the“one-shoulder”system significantly increases the income of village collective economies;in terms of the structural index,the“one-shoulder”system improves the operating income and dividend income of village collectives.The implementation of the"one-shoulder"system can enhance the income of village collective economies by strengthening the collective action ability of the village and improving the relationship between cadres and the masses.Furthermore,the heterogeneity analysis of the effect of the“one-shoulder”system on improving the income of village collective economies is more significant in the plain areas and in large and medium-sized villages.Compared with the villages where the village Party organization secretaries were engaged in agricultural planting and breeding or individual industrial and commercial activities before taking office,in the villages where the village Party organization secretaries have the experience of joining the army,running enterprises,or doing business,the“one-shoulder”system can more effectively improve the income of village collective economies.In the villages led by the village Party organization secretaries with a college degree or above and under 45 years old,the effect of the“one-shoulder”system on improving the income of village collective economies is more significant.This paper concludes that in underdeveloped regions,it is essential to advocate for the widespread adoption of the“one-shoulder”system and to continuously enhance the capacity building of village committee cadres.Such measures will promote the simultaneous growth of the collective economy in terms of both scale and structure,ensuring its sustainable development.
