摘要
明清两朝所涉国家安全问题国内国际兼备、传统非传统交织,且成因复杂、影响深远,对解决新时期我国国家安全问题进而实现“跳出历史周期率”战略目标具有借鉴参考价值。百年未有之大变局加速演进背景下,总体国家安全观以其鲜明的总体性、人民性、实践性、世界性,为巩固中国共产党执政地位提供了新思路和新办法,也为解决日益突出的全球性安全问题提供了中国式安全答案,并经十年成功实践不断推进世界历史展开。总体国家安全观对跳出历史周期率的功能性因而彰显,以坚持总体国家安全观跳出历史周期率的逻辑理路已愈发清晰。
It is not difficult to find from history that the Ming and Qing dynasties fell into the historical cycle and got overturned for failing to grasp and cope with the issues of national security in a right way.The national security issues involved in the Ming and Qing dynasties are both national and international,traditional and non-traditional,which are intertwined with complex causes and far-reaching impact.Therefore,they are of reference value to solving China's national security problems in the new period and thus achieving the strategic goal of“escaping historical cycle”.In the context of accelerated significant changes unprecedented for the last century,the overall concept of national security,with its distinctive overall nature,people's nature,practical and global characters,provides new ideas and new methods for consolidating the ruling position of the Communist Party of China,and proposes a Chinese solution to the increasingly prominent global security issues.After ten years of successful practice,it has continuously promoted the development of world history.Therefore,the role of the overall national security concept in helping escape historical cycle has been demonstrated,and its logical path has become clearer.
