摘要
党的二十届三中全会《决定》指出“培育全国一体化技术和数据市场”,将技术与数据要素结合起来,更加符合统一大市场建设的需求,也同时存在着数据要素的虚拟性、技术依赖性、渗透性、准公共物品性的传统性特征和非竞争性、大数据性、多主体性、外部性的丰裕经济学特征,以及其一体化大市场建设的独特性特征。研究认为,技术与数据一体化大市场作为新兴市场,存在着数据治理难、市场建设难和政府引导难等问题,需要市场有效的同时更加需要政府有为。政府有为不仅需要解决技术与数据治理和市场建设的难题,而且需要明确政府作为建构技术与数据一体化大市场的建构者与参与者角色,以良好促进技术与数据一体化大市场建设。
The Decision of the Third Plenary Session of the 20th Central Committee pointed out that“cultivating a national integrated technology and data market”will combine technology and data elements,which is more in line with the needs of building a unified market.At the same time,there are traditional characteristics of data elements such as virtually,technology dependence,permeability,and quasi-public goods,as well as abundant economic characteristics such as non-competitiveness,big data,multi subjectivity,and externalities,and the unique characteristics of its integrated big market construction.The integration of technology and data in the market,as an emerging market,faces challenges in data governance,market construction,and government guidance.It requires both effective market and proactive government efforts.The government not only needs to solve the problems of technology and data governance and market construction,but also needs to clarify its role as the builder and participant in constructing a technology and data integrated big market,in order to promote the construction of a technology and data integrated market.
