摘要
责任作为人类社会发展的基石,是人类社会的基本价值之一。特大城市数字治理不仅是一种技术选择,也是负责任的治理过程,对于城市安全与发展以及国家安全体系建设具有重要的理论和现实意义。基于责任场域、责任关系、责任内容及责任规则的四维透视,特大城市数字治理不仅是数字空间责任场域、跨界融合责任关系的变革,而且是责任内容画像清晰、责任规则伦理嵌入的嬗变。然而,在特大城市数字治理实践中数字空间的责任认知脱嵌、跨界融合的责任边界模糊、群智协同的责任行为错位、数字正义的责任规则失衡等责任性风险愈发突出。这就需要通过观念重塑、清单分类、关系重构和政策因应来建构责任孪生的数治思维,调适跨界主体的权责边界,勘正人机错位的责任行为,找回责任规则的伦理价值,从根本上纾解特大城市数字治理的责任性风险,最终以“大城数治”实现“大城善治”。
Responsibility,as the cornerstone of human social development,is one of the fundamental values of human society.In the practice of digital governance in mega cities,responsibility risks such as cognitive detachment of digital space,blurred responsibility boundaries of cross-border integration,misplaced responsibility behavior of group intelligence collaboration,and imbalanced responsibility rules of digital justice have become increasingly prominent.This requires the construction of a dual responsibility digital governance mindset through conceptual reshaping,inventory classification,relationship reconstruction,and policy response,adjusting the boundaries of rights and responsibilities of cross-border entities,correcting the mismatch of human and machine responsibility behaviors,and finding the ethical value of responsibility rules.This fundamentally alleviates the responsibility risks of digital governance in mega cities,and ultimately achieves"good governance in mega cities"through"big city digital governance".
