摘要
区域全面经济伙伴关系协定(RCEP)于2022年1月1日正式生效,成员国包括东盟十国以及中国、日本、韩国、澳大利亚、新西兰,其覆盖人口、经济体量、贸易总额约占全球30%。在RCEP框架下的各类贸易领域中,农产品贸易的重要性尤为突出。RCEP实施后,其关税减让、贸易便利化、市场准入等规则对中国农产品出口贸易格局影响深远。本文通过剖析RCEP规则,结合中国农产品出口现状,深入探讨了对出口规模、结构、市场格局的影响,并从提升农产品竞争力、优化产业结构、拓展多元市场、加强政策支持引导等方面提出切实可行的应对策略,以期助力中国农产品出口在RCEP框架下稳健发展,同时对制定农业贸易政策、推动农业现代化具有一定的参考价值。
The Regional Comprehensive Economic Partnership(RCEP),which officially came into effect on January 1,2022,includes the ten ASEAN countries as well as China,Japan,South Korea,Australia,and New Zealand,and covers about 30%of the world's population,economic volume,and total trade.Among the various trade areas under the framework of RCEP,the importance of agricultural trade is particularly prominent,and after the implementation of RCEP,its rules on tariff concessions,trade facilitation,and market access will have far-reaching impacts on China's agricultural export trade pattern.This paper analyzes the RCEP rules,combines the current situation of China's agricultural exports,in-depth discussion of the impact on the export scale,structure,market pattern,and from the enhancement of the competitiveness of agricultural products,optimize the industrial structure,expand the diversified market,strengthen policy support and guidance,and other aspects of the proposal of practical coping strategies,with a view to help China's agricultural exports in the framework of the steady development of the RCEP,and at the same time on the formulation of agricultural trade policy,promote agricultural modernization has a certain reference.At the same time,it has certain reference value for the formulation of agricultural trade policies and the promotion of agricultural modernization.
