摘要
本文首先梳理传统与新型农村集体经济组织治理结构的变迁历程,指出组织治理结构中一直存在的问题,现阶段新型组织借鉴公司治理结构进行改革的方式仍不符合现实要求。其次,构建新型农村集体经济组织治理结构可以从外部和内部分层分析,国家经济治理从外部嵌入新型农村集体经济组织治理结构,肯定了党和国家的经济作用,先完成外部治理结构的塑造,再内化为组织内部治理结构的组成部分,形成内部和外部联结的治理结构。最后,以芜湖市党组织领办合作社在实践过程中重构外部和内部治理结构为例,探讨新型农村集体经济组织重构治理结构的可行之道。文章认为,在新型农村集体经济组织的多元实践中,不同组织应依据自身特点,构建符合自身要求的外部和内部治理结构,并注重二者的联结运转,壮大农村集体经济的必由之路。
This paper first reviews the historical changes of the governance structure of traditional and new rural collective economic organizations,highlighting persistent issues within organizational governance.It argues that the current reform model,which draws on corporate governance structures for new organizations,still fails to meet practical requirements.Secondly,the construction of a new type of rural collective economic organization governance structure can be analyzed from the external and internal layers.The state's economic governance embeds itself externally into the governance structure of these organizations,affirming the role of the Party and the state in economic matters.External governance structure shaping must be completed first and then internalized as part of the organization's internal governance system,forming a governance structure that connects both internal and external elements.Finally,using the example of cooperatives led by Party organizations in Wuhu City,which reconstruct external and internal governance structures in practice,the article explores feasible pathways for restructuring governance in new rural collective economic organizations.The article concludes that,in the diverse practices of new rural collective economic organizations,each organization should build an external and internal governance structure that meets its specific needs,emphasizing the connection and operation between the two as the essential path to strengthening rural collective economies.
