摘要
新时代干部制度改革对提高党的执政能力、推进国家治理体系和治理能力现代化具有重要意义。新时代干部制度改革涉及选拔任用、教育培训、考核评价和监督管理等重要内容。基于未来发展需要,要注重提高干部制度改革的系统性和协同性,提高干部考核和评价的科学性,加大干部管理和监督的力度。要进一步完善干部选拔任用制度,突出政治标准选贤任能;持续加强干部教育培训工作,提高干部的创新能力和综合素质;建立科学合理的干部考核评价指标体系,综合运用多种考核方式方法,提高考核的准确性和公正性;切实加强干部监督管理,建立优胜劣汰的干部升降制度,推动干部能上能下、能进能出,形成能者上、优者奖、庸者下、劣者汰的良好局面。
The reform of the official system in the new era is an important component of political reform,which is of great signifi cance for improving the Party’s governance capacity and promoting the modernization of the national governance system and governance capacity.The reform of the offi cial system in the new era involves important aspects such as selection and appointment,education and training,assessment and evaluation,and supervision and management.Based on future development needs,we should focus on improving the systematicity and coordination of the reform of the official system,enhancing the scientifi c nature of offi cial assessment and evaluation,and increasing the intensity of offi cial management and supervision.Moreover,we should further improve the offi cial selection and appointment system,highlight political standards for selecting and appointing talented individuals,continuously strengthen the education and training of offi cials,improve their innovation ability and comprehensive quality,establish a scientifi c and reasonable offi cial assessment and evaluation indicator system,comprehensively use various assessment methods and techniques,improve the accuracy and fairness of assessment,make efforts to strengthen the supervision and management of officials,and establish a system for promotion and demotion of offi cials based on the survival of the fi ttest to determine offi cials who will move up and down and who will enter and exit,so as to form a good situation where capable offi cials are promoted,excellent offi cials are rewarded,mediocre offi cials are demoted,and inferior offi cials are eliminated.
