美国非学位证书制度的内容范畴、运行机制与发展走向 被引量:1

The Content Category,Operation Mechanism and Development Trend of Non-degree Certificate System in the United States

摘要 美国非学位证书是个体通过继续教育活动追求技能的成果形成与社会(雇主)通过管理活动对其评价认可形式的统一体。非学位证书制度的不同发展阶段受不同驱动因素的影响,存在多种发展模式并存的现象。政府通过非学位证书促进社会公平,缩小个体之间的差距;证书获得者可以满足自身发展需求,并获得额外的社会溢价;雇主利用非学位证书的技能信号,弥合行业技能鸿沟;高等教育机构则通过设计和评估非学位课程以满足社会需求,即满足雇主对技能人才的需求。非学位证书还存在质量不一、责任问责机制不明确等问题,须依托终身教育理念绘制新的证书生态,融合数字化转型提升证书质量。 The non-degree certificate in the United States is a combination of the results of an individual's pursuit of skills through continuing education activities and the form of social evaluation and recognition through management activities.The different development stages of the non-degree certificate system are affected by different driving factors,and there are multiple development models coexisting.The government promotes social equity and narrows the gap between individuals through non-degree certificates.Certificate recipients can meet their own development needs and obtain additional social premiums.Employers use the skill signals of non-degree certificates to bridge the industry skill gap.Higher education institutions meet employers'needs for skilled talents by designing and evaluating non-degree courses.Non-degree certificates have problems such as inconsistent quality and unclear accountability mechanisms.It is necessary to draw a new certificate ecosystem based on the concept of lifelong education and integrate digital transformation to improve the quality of certificates.
